LOAD/UNLOAD DANGEROUS GOODS FOR

TRANSPORTATION BY ROAD

QUALIFIED PERSON TRAINING

As required by SANS 10231

NOTE: This is also a vital SHEQ 16.2 Appointment in companies who:

- Dispatch Dangerous Goods (Consignors); or

- Receive Dangerous Goods (Consignees)

NOTE:
An Operator can also appoint and train their own driver as a Qualified Person if the Consignor or Consignee
agrees to such appointment in a written agreement.
FOR EXAMPLE. drivers of fuel tankers who also load and offload themselves

- Presented over 2-days on client premises OR at our Edenvale facility;
- A minimum of 5 persons must attend in order for training to proceed, or a day-rate applies to 4 or less persons;
- Bookings in advance are essential;
- Identity Document copies must be produced and provided to the trainer on the actual day of training;
- Additional Costs, Terms and Conditions may apply with regard to travel and/or accommodation, vehicle hire, etc.

WHAT DOES THE LAW SPECIFY IN TERMS OF A QUALIFIED PERSON?

The National Road Traffic Act and Regulations, as well as incorporated National Standard SANS 10231, prescribe that Dangerous Goods (if over Exempt Quantities as listed in Table C.1 of SANS 10231) must be loaded and unloaded under the direct supervision of a trained Qualifed Person.
 

SANS 10231, Part 1.2 reads as follows:
 
'Supervision of the loading, transportation and offloading of dangerous goods should be in accordance with the relevant national legislation (see annex A) with specific reference to the Occupational Health and Safety Act 85 of 1993; Section 8 and Section 16. A record of all appointees or assignees in terms of the above should be recorded and acceptance confirmed'
